Dame Fiona Caldicott gives update on Caldicott2

Dame Fiona Caldicott opened today’s Caldicott Guardian National Annual Conference with an update on Caldicott2.  Her presentation covered:

  • challenging and reporting on the state of information governance across the health and care system

  • priority issues for Caldicott Guardians

  • moving the centre of gravity from not sharing to sharing

  • reporting on progress

Dame Fiona updated delegates on progress since Caldicott2 implementation and the information governance review. The key message being that the culture must be changed. Dame Fiona also updated delegates on the Independent IG Oversight Panel and key areas of focus.  Fiona stated that Information Governance can be a barrier to information sharing. Dame Fiona stated that rapid change has been more of a feature over the last few months particularly since the National Information Board has been in place.

In her presentation Dame Fiona discussed:

National Information Board established 2014

  • Personalised Health and Social Care 2020
  • Using data and technology to transform outcomes for patients and citizens
  • Published November 201410 work streams
  • Digital access to health and care information and transactions
  • Access to recommended NHS and social care apps

Work stream 4

  • Build and sustain public trust
  • Roadmap to consent based information sharing and assurance of safeguards ie security of data
  • Health and social care data as rich resource for UK citizens
  • Access to newest and most effective treatments including earlier diagnosis, e.g. 100,000 genome  

National Date Guardian

  • Consultation on powers 17 September 2015
  • Statutory footing – what will legal vehicle be?
  • [No new health and social care legislation]
  • Meanwhile hosted by HSCIC – independent status recognised.
  • Essential that is independent.

Dame Fiona encouraged people to participate in the consultation especially with regard to sanctions.

Dame Fiona Caldicott’s Biography:

Dame Fiona Caldicott is the Chair of the Oxford University Hospitals NHS Trust and was appointed Chair of the National Information Governance Board in June 2011 until March 2013. From 2012 to 2013 she led an independent review of information governance for the Secretary of State for Health which reported in March 2013. Its recommendations having been accepted, she has since chaired the Independent Information Governance Oversight Panel, and in November 2014 was appointed the first National Data Guardian for Health and Social Care.

From 1996-7 she chaired the Caldicott Committee on patient identifiable data for the National Health Service Executive, which led to the creation and appointment of ‘Caldicott Guardians’ in all provider organisations in the NHS.

Dame Fiona worked as a Consultant and Senior Clinical Lecturer in Psychotherapy for the South Birmingham Mental Health NHS Trust.  She was also Unit General Manager, a Clinical Director and the Medical Director in that Trust.

As President of the Royal College of Psychiatrists (1993-1996) she was also Chair of the Academy of Medical Royal Colleges (1995-1996).

Dame Fiona was Principal of Somerville College in the University of Oxford from 1996-2010 and served as a Pro-Vice Chancellor with responsibility for Personnel and Equality in the University for a number of years.
