Caldicott Guardian Leadership Summit 2018: Updates and News

Healthcare Conferences UK in association with Christopher Fincken, Independent Member UK Caldicott Guardian Council, (Chairman 2012-2017) are pleased to announce the National Caldicott Guardian Leadership Summit 2018 taking place in Birmingham today. Following the success of our previous Caldicott Guardian National Conferences, and feedback from our regular Caldicott Training Masterclasses, this conference focused on developing the role of a Caldicott Guardian and developing skills in leading the Caldicott function within organisations.

Christopher Fincken, Independent Member, UK Caldicott Guardian Council (Chairman 2012-2017) opened the summit with an introduction to the day, followed by a in depth presentation on what makes an excellent Caldicott Guardian.

In her presentation Dawn stated:

'In Gdpr 90% people in this field are still unsure what to do'

Dawn's Biography:

A graduate of Bristol Old Vic Theatre School Dawn has worked in the public sector for 33 years.

She began her career in the early 80’s at the BBC as a TV producer but changes to the way in which the BBC operated attracted her to a role in its executive management a decade later. A managed merger with Granada TV prompted her to seek a career change and she joined the Information Commissioners Office (ICO) in 2002 as the Senior Policy Manager for the expected Freedom of Information Act.

Dawn spent the next fifteen years as a senior manager in the ICO. For the first 8 years she was responsible for key policies in FOIA, developing the ICO model publication schemes and ensuring her team developed a suite of guidance which would assist organisations across the public sector to understand and meet their obligations. She was also responsible for the ICO’s liaison with key stakeholders in the UK, Europe and worldwide.

In 2008 she was asked to take up a role in Strategic Liaison for Data Protection with organisations across Health, Local Government and the Education sectors. In was in this role she became passionate about Health and Social Care and the importance of information sharing in improving patient experience and the effectiveness of the health and social care system.

In Feb 2016 she joined NHS England as Head of the Data Sharing and Privacy Unit (DSPU)

She presently has a joint role across NHS England and NHS Digital. Her responsibilities as Head of the DSPU remain but she is also a Director of system IG Strategy at NHS Digital. Dawn has also recently accepted the position of Director of the Information Governance Alliance. Her roles in NHS England and NHS Digital are strategic. Her aim in all three of her roles is to support and assist the use of information by ensuring that public expectations are developed and met and that professionals understand how to use information in a sensible and secure manner. The simplification of process and the practical application of the law is her ultimate goal.

Alan led an interactve session which prompted lots of discussion between delegates.  He commented:

Alan's Biography:

Alan joined the NHS via a clinical route, commencing his registered general nurse training in 1984 and is currently the Senior Programme Lead for Programme Delivery and Frameworks at the NHS Leadership Academy – having joined the team in April 2013.  

Following working in a variety of acute healthcare clinical practice roles, spanning a sixteen year period, Alan moved into an acute trust strategic management role with organisational responsibility for the delivery of the National Service Framework for Coronary Heart Disease in 2000. Although part of a wider career development plan to progress to executive nursing director-level roles, the move prompted a change in career direction as he had the opportunity, during this period, to work closely with the Modernisation Agency where he developed a keen interest in the fields of innovation, improvement and leadership for change.

His subsequent positions include working at both a regional and national level in a number of senior service innovation and improvement leadership roles – leading the establishment of a Managed Cardiovascular Clinical Network across North East Yorkshire and Northern Lincolnshire before moving to the NHS Institute for Innovation and Improvement in 2011 where he worked as an Associate within the Thought Leadership Team, exploring social movement thinking and community organising principles and their potential role within the NHS context.

In his current role, Alan manages a broad portfolio of work but, most notably, leads on the delivery of the Healthcare Leadership Model and the leadership development elements of the national Graduate Management Training Scheme.
