Elaine Cass speaks on proportionality in safeguarding: ensuring the least intrusive response appropriate to the risk presented

Elaine began the presentation by discussing SCIE safeguarding work:
- Personalised, least intrusive, responses
- Minimising risk – maximising choice and control
- Sharing information
- Mental capacity issues 

Elaine went on to advise what the SCIE does and the following key points were highlighted:
Evidence based guidance 
Academic research and practice evidence
From involving people to co-production
Identifying and sharing ‘good practice’
Quality and rigour
Sector led

The presentation focused on SCIE safeguarding: Policy and procedures; Enabling risk, ensuring safety; Participation; Prevention strategies; Commissioning care homes; Mediation and family group conferences; Social Care TV films; Resources on minimising restraint; MCA resources; E-learning materials
Adult safeguarding for housing staff; and Learning together. 

Elaine advised on safeguarding in housing: any messages for health?
- Staff are well placed to identify people at risk of abuse 
- Joint working is essential 
- False perceptions about needing consent or evidence to make a safeguarding referral
- Negative attitudes towards staff from social care
- No national agreement on the threshold for referrals
- Complex networks; providers may have to work with numerous local authorities in their area and vice versa  
- Some providers have IT systems inadequate for ‘customer profiling’

The presentation was concluded with the discussion of the following points:
- Person at the centre – maximise choice and control
- Importance of joint working, communication and information sharing
- Staff need a basic knowledge of:
the parameters of Confidentiality
the principles of data protection
human right to respect for a private life
the MCA
- Good quality services = fewer safeguarding issues
- SCIE resources can support practice development
