Head of Inspection, Care Quality Commission
Ann gave a national update on the next stage of the inspection process in hospitals, learning from inspections to date, and examples of organisations that met the criteria for an outstanding service. Ann reported the findings from round 1 2013-2016 where 4% of Trusts were outstanding and 61% require improvement.  She said; "the variation between the best and worst trusts and services is huge." Ann went on to say; "we have found compassionate care in all hospitals, staff genuinely want to provide good care" and; "culture is difficult to definte...but is it very easy to recognised...In the better performing trusts, culture has been the key feature."  Ann listed the 5 influences on quality as:

  1. the public
  2. staff
  3. providers
  4. commissioners
  5. regulators 


Ann said; "we have found that leadership is everything...quality and system improvement must be a core strategy, it has to be fundamental to everything you do as a trust." Ann referred to Wexham Park Hospital as an example of improvement, she said all the staff were the same and leadership was the key difference, she said it's so important to; "develop leaders, succession plan, be innovative, be enabling, give people the opportunity to develop."

Ann finished her presentation by saying the CQC has learnt a lot and improved the inpsection process and the next phase now open for consultation will take a more targetted and tailored approach.
