Professor Elizabeth Robb speaks on nursing staffing levels and skill mix: implementing action area 5

Elizabeth RobbElizabeth Robb

Elizabeth began her presentation by focusing on the 6Cs: Values essential to compassionate care:

“I believe we have come an awfully long way since Francis 1. We used to focus on structure, now we are focused on outcomes - going back we need the right structure to get the outcomes. We need the right staffing levels of nurses. It's is about the team - but the number of nurses does matter.”

Elizabeth then looked at the 6 actions areas and concentrates on number 5:

Six action areas:
Action Area 1: Helping people to stay independent, maximising well-being and improving health
Action Area 2: Working with people to provide a positive experience of care
Action Area 3: Delivering high quality care and measuring impact
Action Area 4: Building and strengthening leadership
Action Area 5: Ensuring we have the right staff, with the right skills, in the right place
Action Area 6: Supporting positive staff experience

“There is a clear link between the number of qualified staff particularly nurses in relation to the outcomes for patients.”

“Nash providers clearly display information about the nurses, midwifes and care staff present on each ward. You can't have the right portion of staff if you don't have the staff.“

The presentation then went on to look at the National Quality Board guidance published on 19/11/13

Includes ten expectations and twenty case studies
Six themes –
Accountability and responsibility
Evidence-based decision making
Supporting and fostering a professional environment
Openness and transparency
Planning for future workforce requirements
Role of commissioning
Work in progress with CQC regarding the monitoring of implementation of the expectations

Elizabeth concluded by saying “Between April and June we have to be ready to publish the staffing numbers on trust websites and on nhs choices.”
