Caldicott Guardians National Annual Conference
The sixth national Caldicott Guardians Conference took place today in London at the De Vere West One Conference Centre. chaired by and produced in association with Christopher Fincken, Former Chair 2012 - 2017, The UK Caldicott Guardian Council, the day included a welcome introduction from UK Caldicott Guardian Council Chair Dr Christopher Bunch. The conference aims to bring current and aspiring Caldicott Guardians together to understand current issues and the national context, and to debate and discuss key issues and areas they are facing in practice.

Dr Bunch's Biography
Dr Chris Bunch is the Chairman of the UK Caldicott Guardian Council, a national organisation linked to the National Data Guardian which provides support and advice to Caldicott Guardians and others providing the Caldicott function.
Chris is also a Consultant Physician at the Oxford University Hospitals NHS Foundation Trust, where he was Medical Director from 1994–2000, and has been Caldicott Guardian since 1998. He has particular interests in information protection and cyber security.”

Dr Bailey's Biography
Dr Joanne Bailey is a member of the National Data Guardian's Panel and of the Independence Group Advising NHS Digital on Release of Data (IGARD).
She worked as a GP from 1989 until 2016 and has an interest in GP information management and technology. She gained a Masters in Healthcare Ethics in 2002 and became interested in information governance.
Joanne is past co-Chair of the Joint GP IT Committee of BMA and RCGP, past Chair of GP Extraction Service Independent Advisory Group, and of the Data Access Advisory Group, NHS Digital. She also facilitates medical ethics and law teaching at Cambridge, is a First-tier Tribunal Member (Social Entitlement Chamber), and a medical appraiser for NHS England Central Midlands.

Dawn Monaghan Chair - Health and Social Care Working Group on GDPR and Head of Data Sharing and Privacy NHS England
This extended session focussed on the recently-published manual for Caldicott Guardians, and will cover the role and competences required.
A graduate of Bristol Old Vic Theatre School Dawn has worked in the public sector for 33 years.
She began her career in the early 80’s at the BBC as a TV producer but changes to the way in which the BBC operated attracted her to a role in its executive management a decade later. A managed merger with Granada TV prompted her to seek a career change and she joined the Information Commissioners Office (ICO) in 2002 as the Senior Policy Manager for the expected Freedom of Information Act.
Dawn spent the next fifteen years as a senior manager in the ICO. For the first 8 years she was responsible for key policies in FOIA, developing the ICO model publication schemes and ensuring her team developed a suite of guidance which would assist organisations across the public sector to understand and meet their obligations. She was also responsible for the ICO’s liaison with key stakeholders in the UK, Europe and worldwide.
In 2008 she was asked to take up a role in Strategic Liaison for Data Protection with organisations across Health, Local Government and the Education sectors. In was in this role she became passionate about Health and Social Care and the importance of information sharing in improving patient experience and the effectiveness of the health and social care system.
In Feb 2016 she joined NHS England as Head of the Data Sharing and Privacy Unit (DSPU)
In March this year she accepted a secondment to a joint role across NHS England and NHS Digital. Her responsibilities as Head of the DSPU remain but she is also a Director of system IG Strategy at NHS Digital. Dawn has also recently accepted the position of Director of the Information Governance Alliance. Her roles in NHS England and NHS Digital are strategic. Her aim in all three of her roles is to support and assist the use of information by ensuring that public expectations are developed and met and that professionals understand how to use information in a sensible and secure manner. The simplification of process and the practical application of the law is her ultimate goal.
Caldicott Decision Making – Ethics and the Moral compass
Christopher Fincken Former Chair 2012-2017 UK Caldicott Guardian Council
This extended session, using real case study examples, will demonstrate the complexities of the ethical as well as legal considerations in Caldicott decision making, and provide tools and techniques to help you in practice.
Christopher Fincken is an independent member of the UK Council of Caldicott Guardians (UKCCG) and was its Chairman from 2012-2017, working closely with the office of the National Data Guardian. He is currently involved in several collaborative initiatives, including working with the Information Governance Alliance, the Centre of Excellence for Information Sharing, The Home Office and the Police.
He was a Caldicott Guardian for over ten years in an Acute NHS Hospital Trust serving a cathedral city and large rural population before volunteering as a Caldicott Guardian for Marie Curie, the leading UK charity which provides home nursing care and hospice care for people with a terminal illness.
He was also an independent member of the National Information Governance Committee of the Care Quality Commission (NIGC - CQC) until it’s dissolution in 2015.
He has represented UKCCG at numerous events including those recently hosted by the Kings Fund and the Welcome Trust . He was a member of the NHS Protect Strategy Implementation Group and was a former member of the NHS Commissioning Board’s IG Professional Leadership Group and its successor the Information Governance Forum. He was also Chair of the Honest Broker PIA Steering Group and a member of the cross government data sharing workshop addressing barriers to information sharing in relation to gang violence. He has a particular interest in Multi Agency Risk Assessment Conferences on Domestic Violence (MARAC’s) and Multi Agency Public Protection Arrangements (MAPPA) and is the author of “Striking the Balance”, guidance for information sharing in relation to Domestic Violence published by the Department of Health.
He combines a deep knowledge of the challenges that real life presents with a passion to understand and unravel problems to try and find the best solution. He writes, lectures, and provides innovative, memorable and challenging training all based on practical experience! In addition he provides advice and guidance to an extensive range of organisations both local and national on Caldicott Guardian, confidentiality, information sharing, information governance and data protection.
